SYMPTOM(s):
Dynamic Function getCharCount returns zero when processing multipart message
Processing an XMLMessage as part of a multipart message will cause the
getCharCount dynamic function to return a length of zero. However, the
content of the message is available.

This issue has been fixed in 9.1E and OpenEdge 10.0B
