SYMPTOM(s):
Connecting to personal database with ODBC test connect using client and database on the same machine.
Driver's SQLSetConnectAttr failed. Optional feature not implemented. Error # 211019.
The same test on Windows 2000 gives an error to run mkschema.
FACT(s) (Environment):
Windows XP

CAUSE:
Corrupt SQL schema.
FIX:
Run mkschema on the db.
