No, this is not possible.
The Progress Explorer tool is built using the Microsoft Management Console components, and will only run on Windows.
However, it is possible to use this tool on a Windows machine to manage a Progress environment installed on Unix, provided that environment is configured via an AdminServer.
The Unix server can then simply be added as a Progress Server in the Progress Explorer tool.
