CHANGE:
Upgraded from Progress 9.1D06 to Progress 9.1D08
CAUSE:
The standard set of function calls that are made when a routine in a DLL is invoked apparently causes problems when using Microsoft's rpcrt4.dll.
FIX:
Add the PERSISTENT phrase to the external procedure definitions that refer to rpcrt4.dll
