DELTA time 10000 days STARLET.OLB - does it affect Progress?

DIGITAL has determined that some OpenVMS components and software
products are subject to problems because of a documented restriction
in OpenVMS RTL Library (LIB$) time conversion routines. These routines
limit delta-time arguments and return values to 9999 days. DIGITAL has
removed the restriction in OpenVMS Version 7.1 and has released ECOs
that remove the restriction and resolve the problems in earlier
versions of OpenVMS. However, DIGITAL is concerned that customer and
third party products and applications also may not have adhered to the
restriction.

The problem occurs in software that converts times between UNIX and
OpenVMS formats. The UNIX time format is an offset from the UNIX
"epoch" of 1-JAN-1970 (UTC). On 19-MAY-1997 the offset reaches
10,000 days, and any software that attempts to use the RTL LIB$
routines to manipulate these delta-time values will receive errors.
This issue may also be known as the STARLET.OLB problem.


Progress does not use the affected routines and thus there is no need
to re-link the Progress image(s) or re-release Progress on the
OpenVMS platform.
