Error 98 occurs if the synchronization process fails, thus the user profile does not have enough authority for some operations.
Schema synchronization is done using SYNSCHIMG command
CAUSE:
Commands such as; DUPPRODB, CRTSCHIMG and SYNSCHIMG, can be executed using a user profile with special authority *ALLOBJ.
FIX:
To check if this authority is available, use the DSPUSRPRF command and look at the "Special authority" parameter.
