FIX:
You can only get limited support while being within an unsupported configuration.
As a rule, when the problem you get has been determined as Operating System related by the Technical Support Engineer, then the Work Request will be closed without further help provided. You either have to downgrade your Operating System or to upgrade your Progress version.
The Work Request can be reopened if the downgrade of OS has not changed the problem. Should behavior or error messages be different on downgraded OS, or should the Progress product have been upgraded, then a new Work Request will be opened.
