FIX:
Partially. Starting in OE 10.0A, Progress has relaxed the requirement for exclusive access to a database by allowing for the addition of sequences, 4GL tables and any fields, indexes, and database triggers associated with a new table as long as they are added in the same transaction as the table.
Schema changes can be done through .df load or through a 4GL client session parameter named session:SCHEMA-CHANGE. This 4GL client session parameter relaxes the requirement for exclusive access to a database in order to add new tables, fields, indexes, sequences, and database triggers for a new application.
