CAUSE:
This is a known issue:
Dbrpr uses wrong recbits to test RM blocks.
There is a global variable, recbits, that the dbrpr utility uses.
It is the record bits of the control area, and doesn't apply to all areas.
Dbrpr wrongly uses it to test the RM blocks for all areas, giving incorrect reports.
