SCROLL-NOTIFY event is not fired for keyboard events
SCROLL-NOTIFY trigger for browse not fired when browse is scrolled with keyboard action (such as TABbing into a column that will be scrolled into the viewport)

CAUSE:
This is expected behavior. As stated in the documentation the SCOLL-NOTIFY event is "A mouse action in the scrollbar area of a browse."
