Can not connect to a Web Service
Using a .NET client
Unhandled exception of type 'System.Web.Services.Protocols.SoapException'
Can not establish a connection to the WSA servlet.
CAUSE:
The web server was not started.
FIX:
Make certain the web server and the WSA servlet are running and the web service is deployed. You can do this by checking the status of the WSA using the Progress Explorer Tool.
