FIX:
No. When records are deleted from a database the blocks they used to occupy do not become Free Blocks. Blocks that contain data are referred to as RM (Record Management) Blocks. When records are deleted from an RM Block they become empty RM Blocks and simply migrate to the RM chain. Once an RM block, always an RM Block.
