The error occurred after a reboot of the server
Hosts file has the expected information.
The admin server is running and verified with proadsv -q and the ps -ef command.
Removal of port 5162 or using another port makes no difference.
CAUSE:
The java_env file points to java141 in he AIX section.
FIX:
Point to the location of the correct version of java (java130) in the java_env file.
