User account has Domain Administrator rights

FACT(s) (Environment):
Progress 8.3E
Windows 2000
CAUSE:
A Windows 2000 Domain Controller does not contain local accounts. In this case, the Domain Administrator doesn't have enough rights on the server to perform the installation.
FIX:
Do an installation on a Member server using a Local Administrator account.
