Message 5655 in the Database log file.
** Ports from 1025 to 3000 may be in use by Windows NT <num>. (5655)

CAUSE:
This is an informational message written to the database log file when a database server is started. Windows may use ports in the range of 1025-3000, so using something in this range may give unexpected results.
If the Progress broker has defined the minport below 3000 on Windows it can cause a slowdown in performance, depending on how busy the server is.
FIX:
Increasing the minport in the Progress broker startup parameter to have it above 3000.
