Failed to create the Progress NLS handler (8933)
Progress Explorer cannot start the databases on a system with MS EXCHANGE installed on the same system.
Removing MS Echange from this server has resolved this in the past, that is not a desired solution.
CAUSE:
Need to register databases in ubroker.properties for webspeed.
FIX:
Use the dbman utility to start up the databases.
