NetSetup is failing silently
Running the same NetSetup on Windows 95, 98 or ME results in error:
'CopyAndTailorProgressIni: "Java:PROGRESSCP" GetProfString failed'
CAUSE:

FIX:
Upgrade to 9.1D09, or in case you are on Windows XP, apply XP SP2.
