SYMPTOM(s):
XML Document Object, the ENCODING attribute does not work with iso8859-1
XML Document is not converted to iso8859-1
ENCODING attribute not taken into account
CAUSE:
Expected behavior. Non UTF8 XML document should use a IANA Code Page (IANA stands for Internet Assigned Numbers Authority), which is not the case of iso8859-1.
FIX:
On windows, use the code page 'windows-1252'
