-e and -l 63k limits. Why they exist.
Version 6 Progress (and before) is built as a 16 bit executable in
order to run on 286 machines as well as top end machines. This 16 bit
executable can only handle 64k segments of memory. Progress uses 1k of
that for overhead which then allows a 63k segment available for -e and
-l. The same applies to OS/2.
The -e limit goes away for version 7, as well as for the coming NT
port.
