FIX:
For security reasons the only user that can shutdown a Progress database is the users who started it and the system admin, for UNIX is the root account and for Windows is the Administrator account.
If multiple users needs to start and shutdown a database, this can be accomplished by using Adminserver to manage the databases. Since the database will be managed by the Adminiserver process, multiple users have the ability to start and shutdown the databases.
