FIX:
Support for ActiveX Open Client proxies was dropped in OpenEdge 10.0A, and is no longer available.
This move was due the Progress 9.x ActiveX Open Client's dependence upon the Microsoft Java Virtual Machine. As Microsoft was in the process of removing MS JVM support from it's operating systems (resulting from the Microsoft vs Sun court case), continued reliance upon it was not viable.
Therefore only Java and .Net proxies can be created with the OpenEdge 10.x Proxy Generator.
