Error "Unable to open file: PROMSGS" when starting Progress with a .INI file
msgOpen: unable to open message file: PROMSGS
Specifying -basekey and -ininame parameters
No PROMSGS environment variable is defined
.INI file exists and appears to contain correct information
[Startup] section of the .INI file sets the location of PROMSGS
CAUSE:
[Startup] section of the .INI file set the location of PROMSGS with the following line:
PROMSGS = C:\DLC
When setting a PROMSGS environment variable, the full path plus filename must be used.
FIX:
Set the location of PROMSGS as follows:
PROMSGS = C:\DLC\PROMSGS
