FACT(s) (Environment):

Progress 9.1X
OpenEdge 10.0A
All Supported Operating Systems

FIX:

The fix assumes the installation of Progress and Application using Progress will be done to the same directories (databases) and will have same working and application directories (application).

That being the case - you can create a template for conmgr.properties and ubroker.properties and you can just copy these (pre-made) files into $DLC/properties before starting the AdminServer/Databases on a newly deployed site.

This will work quite fine with a databases (conmgr.properties), but you will need to do 2 modifications in ubroker.properties, i.e. to generate new UUID for each WebSpeed/AppServer broker you want to use. The UUID can be generated via $DLC/bin/genuuid and then given value copied and pasted into ubroker.properties. Then you can start your application, i.e. the AdminServer.

In other words, you can have pre-made conmgr.properties and ubroker.properties with database configuration as well as with WebSpeed / AppServer configuration (path, log files, parameters), but for the unified brokers (WebSpeed/AppServer) you will need to generate (new) UUID on the machine you are deploying to.
