New webspeed installation
Webspeed agents started successful
cgiip messenger running apache web server on the same machine
CAUSE:
The $DLC/properties folder and ubroker.properties file do not have read permission open for other group, webspeed messenger is a cgiip process and runs under apache's usr id, if this user does not have read access to the properties folder or ubroker.properties file, the error will occur
FIX:
Open read permission for everyone for the properties folder ubroker.properties file
