Logged in as the domain administrator
CAUSE:
Any username - (even with Administrator rights, e.g. a member of the Administrators Group) - does not by default have the system rights Progress requires to successfully install AND then also run as another username.
FIX:
Perform the installation while logged in as the LOCAL administrator.
