FIX:
After installing the Open Client Toolkit, follow these steps:
1) Install the Microsoft Java SDK 3.2 (or later)
2) Ensure that the PATH environment variable include:
<Microsoft-Java-SDK-Install-Directory>\bin
3) Install a MIDL compile (a Visual J++ Version 1.1 compiler is available on the Progress installation CD - run VJTrial)
4) Ensure that the PATH environment variable contains:
<VisualJ++Install>\Devstudio\vj\bin
<VisualJ++Install>\Devstudio\SharedIDE\bin
Please note that these PATH settings must be included AFTER the SDK bin directory
5) Ensure that the INCLUDE environment variable contains:
<VisualJ++Install>\Devstudio\vj\include
