Progress Software 8.2C has been uninstalled
CAUSE:
Cannot truncate the bi file from Progress 8.3B tools.Database version is lower than Progress version.
FIX:
Send the customer the _proutil file for Progress 8.2C in HP UX 11 and run:
proutil <database name> -C truncate
