ProService configured to start as user other than local system account.
D:\DLC9\bin\Prosrvc.exe: "The application failed to initialize properly
(0xc0000142). Click OK to terminate application."
User account used has full admin rights and all additional rights (run as service etc.)

CAUSE:
Corrupted User account used to start the ProService.
FIX:
Delete and recreate the user account used to start the ProService.
