No, you do not need to stop all Progress processes in order to upgrade the user count.
Change the License count through the following steps:
1. Run the Product Update utility.
Select the license update icon in Windows or
Run the product update utility, $DLC/proupdt in UNIX
2. Enter your current serial number and the codes that reflect the upgrade.
The progress.cfg file will immediately reflect the changes made to the user count and the license file will pick up the new user count for the database after the first hour.
The database will need to be shut down at some point to change the startup parameters to reflect the new license count.
