Desired functionality is to be able to define multiple languages to use by the Translation Manager when looking for Translations. This would allow the manager for a translation to search the first language, and if it does not find one to proceed to look in the second language. Proceeding through the languages defined. The number and search order of the languages should be definable by the user.
