System clock is set to automatically adjust for Day light savings
Daylight saving time causes WebClient to generate incorrect CAB files
Creation of new version after change to/from Daylight saving time gives differential CAB file that contains too many files

FIX:
Option #1
Upgrade to OpenEdge 10.0B02 or later
Option #2
Recreate the previous version to get a CAB-file with updated time stamps. Then create the new version as usual.
