SYMPTOM(s):
Tooltips fail to display
Tooltips defined for standard buttons in a non-Smart Window do not display
CAUSE:
Progress Tooltips have the following behaviour:
Tooltips appear the cursor is "hovered" over a button
Tooltips disappear, if visible, when the button is clicked
Tooltips do not appear the button is clicked before the tooltip is displayed
Once the button is clicked, the tooltip will only re-appear if the cursor "leaves" the button and is then moved over it again

Expected behaviour
