FIX:
-minport and -maxport just define the range of port to be used by Progress for client server connections (client to remote server), but it does not reserve these ports at the OS level.
One way to check if the activity on a given port is Progress business or not is to restart a database with another range of port (other values for -minport and -maxport). If the same activity still occurs on the given port, then is shows that Progress is not involved.
