Progress will not uninstall after trying to uninstall via Control Panel > 'Add/Remove Programs'.
"The log file 'C:\Windows\ProgressUninstall9.1D' is not valid or the data has been corrupted."
CAUSE:
The ProgressUninstall9.1D file has been corrupted due to the attempted uninstall of Progress via the Control Panel.
FIX:
Replace the ProgressUninstall9.1D file with one from another 9.1D install.
This will allow you to uninstall correctly using the Progress 'Uninstall' utility.
