Using UTF-8 changes get-user-field() behavior after installing 9.1D08
Using WebSpeed startup parameter -cpstream utf-8 -cpinternal is utf-8 changes the get-user-field() behavior.

FIX:
Upgrade to Progress 9.1D09 or OpenEdge 10.0A01
This was not a problem in pre 9.1D08 version
This was also not seen using other codepages for -cpstream and -cpinternal.
