SYMPTOM(s):
All Progress tools and commands return error 11002 when executed.
The DLC environment variable must contain a valid directory/path (11002).
Progress is installed locally and not through Netsetup.
The DLC variable is set correctly as an OS environment variable.

CAUSE:
The DLC string at "HKCU\Software\PSC\Progress\<version>\Startup" in the registry or in the progress.ini contains a conflicting value.
For example
- the DLC path has an extra \ (back-slash) at the end.
- or a (re-)installation by a different account
FIX:
Correct the DLC value in the registry
