On Progress 9.1D06 / WebSpeed 3.1D06 and higher
Unable to run Web object <objectname>
Agent is running state-aware
WS agent stays in a "LOCKED" state until the expiration time of the transaction
When submitting multiple request within WS procedure, new agents are spawned.
State-aware is broken in Progress 9.1D06 / WebSpeed 3.1D06 and higher
State-aware is not broken in Progress 9.1D05 / WebSpeed 3.1D05 and lower

FIX:
Option 1:
This issue has been fixed in Progress 9.1D09, 10.0A01, 10.0B and later. Upgrade to this service pack level or higher to obtain the fix.
Option n 2:
Revert back to SP 9.1D05 or lower so that agent can be used in state-aware environment
