SYMPTOM(s):
Can not start webspeed broker
WebSpeed agents die after successfully started
Broker starts if the initial agents to start is set to 0
npp_poll failed with derastic error Status: -1 (6401)
When server logging is set to 5, error 6401 is received in server log file
Both JVM 1.4.0.02 and 1.3.0.00 (JavaVM 1.3 installs by Progress) fail

CAUSE:
The exact cause is unknown at the time of this writing
FIX:
Install service pack 9.1D05 fixed the problem
