CAUSE:
Environment variables not set Microsoft Visual Studio .Net
FIX:
Open proenv, run <MSVS .NET>\vc7\bin\vcvars32.bat, and run proxygen from command prompt with: %DLC%\bin\proxygen.exe /installdir %DLC% /wrkdir <wrkdir>
