Running Progress after installation fails with error 1247
Trying to start Progress tools from shortcuts, or command utilities from proenv fails with error 1247

** Unable to open parameter file <name>, errno <number>. (1247)
Path to the startup.pf reported in error 1247 does not match actual Progress installation directory
All Progress related environment variables are set correctly
System's path environment variable is set correctly
HKEY_LOCAL_MACHINE\Software\PSC\PROGRESS\91X\Startup contains correct
value for the DLC
Using Windows roaming profile
CAUSE:
HKEY_CURRENT_USER\Software\PSC\PROGRESS\91X\Startup contains wrong
value for the DLC, which was copied from the user's roaming profile.
FIX:
Modify the registry entries in HKEY_CURRENT_USER\Software\PSC\PROGRESS
to reflect the correct values.
