Is there a way to specify that an entire report in Report Builder print with 8 lines per inch?

FIX:
No, there is not. You need to use a font with a point size that ends up giving you 8 lines per inch then turning off the snap to grid option in Report Builder so you can place fields and text exactly where you want them.
