file open dialog does not display current working directory
file open dialog displays directory of executable launched
CAUSE:
Client was using a remote access package named Remotely Anywhere to connect to an NT 4.0 system.
This package in this one instance was having the side effect behavior of changing the file open and file save directory locations.
FIX:
Try using a different remote access package.
