Can you dump array fields when you do not have a development license?

FIX:
Unfortunately there is no way to dump array fields from a table using the built-in export tools (Data Dictionary). Consequently you will need to purchase at least a 4GL Development license which will enable you to compile code on the fly (you will need to write the custom export routine).
