Can not start webspeed broker with user and password information on XP
Admserv.log shows the following error:
() Failure: (8171)
SvcControlCmd.connectToService() failure: Unable to connect to the service process at <URL>(after 2 retries) (8171)
FACT(s) (Environment):
Can start WebSpeed broker without user and password information
User is part of the administrators group
WebSpeed 3.1x
OpenEdge 10.x

CAUSE:
User is lacking some local security policies on the user profile
FIX:
Here is how to add the local security policies to the user profile:
1. Go to the Control Panel > Administrative Tools > Local Security Policy
2. Expand the "Local Policies" tree > Click on the "User Rights Assignment"
3. Double click on each of the two policies and add the user to that policy:
- Log on as a batch job
- Log on as a Service
