Why can I only install into one directory on a particular Windows machine?
CAUSE:
Same version of Progress was previously installed.
FIX:
Progress has detected that this version of Progress has been installed on this system into a specific directory.
Progress stores the installation location in the HKEY_CURRENT_USER\Software\PSC\<version>\Startup\DLC
HKEY_LOCAL_MACHINE\Software\PSC\<version>\Startup\DLC
Once an entry exists in either of these entries Progress will only allow installations into that directory
