Searching for *83E* produces no evidence of Progress on the system
Searching the registry keys produces no evidences of Progress
CHANGE:
New installation of Progress on WXP; no previous Progress products installed
CAUSE:
The exact cause is unknown at the time of this writing
FIX:
Download Progress Client Networking product again, unzip and reinstall.
