FIX:
The 'License Update' icon allows the Progress product owner to increase the user count limit they're licensed to run. In order to properly perform this operation, Progress customers must obtain a new set of control codes for their existing product serial number. A new serial number and control codes constitutes a new product installation. Thus, the 'License Update' operation will fail to operate.
