CAUSE:
The exact cause is unknown at the time of this writing
FIX:
There is no direct fix for 8.3E.
Following can be used as a workaround (one of them):
1) increase -n on the database, so the -n does not get blown up
2) set -Ma to 1 and increase -Mn accordingly, so when this situation happens, only 1 remote user will be kicked out of the database
3) upgrade to 9.1E latest patch or higher Progress/OpenEdge version
