NT Agents stay locked when running state-aware tran-tst.w

When running the wsrt\src\web\examples\tran-tst.w and you click on the
state-aware button you will see the Web-state set to State-Aware and
if you do a WTBMAN port Status you will see a locked agent.
If you follow the steps on page 2-47 of the Developers Guide and when
you get to step 3 and Press the STart button you will receive:
"Setting START has no affect unless some object is STATE-AWARE"
If you check the Web-State: this is set back to state-less
If you check WTbman port status you see the agent still locked.
The only way to free up this agent is to WTbman port shutdown and brin
bring the broker down. You cannot stop this process (pid)

The correct message you should see when clicking on start is
"Setting Transaction-State to Start-Pending will not effect behavoir
until the next web request."

Resolution: This seems to be happening only when using a
script file (.wsc) and file association on NT. This works fine if you
use a batch file with c:\wsrt\bin\cgiip.exe port# Webserver
This problem is not seen on the Unix platform.
This has been reported and development is researhing.
