There is no Fathom Management installed on a machine
Referrence to fathom.jar has been put into HKEY_LOCAL_MACHINE\SOFTWARE\PSC\PROGRESS\9.1D\JAVA\FATHOMCP
CAUSE:
Unkown at the time of writing
FIX:
Remove the entry from registry and put the referrence to fathom.jar into %DLC%/bin/proexp.prm and restart the AdminServer
